Section 3 -- Tuition Assistance The district may pay the tuition all or in part of regular full-time or part-time employees for courses of study which have a clear and direct relationship to the work of the health department and are pertinent to the employee's duties. If a particular course is a requirement for a degree or certification program determined to be desirable to the function and purpose of the district, it may also qualify for tuition assistance even though the course itself may not be clearly job related. Tuition assistance is subject to the following provisions: A. Employee must submit a formal request for tuition assistance to the personnel administrator. For budgeting purposes, this request should be made by April 1 of calendar year prior to the fiscal year in which the tuition is to be paid. B. Employee must sign a payroll deduction authorization, authorizing the district to recover all or part of the tuition paid on their behalf if: 1. The employee fails to provide the health district, within 30 working days after scheduled completion of the training, evidence of satisfactory completion of the training for which tuition assistance was authorized. Satisfactory completion is defined as a "C" in undergraduate studies and a "B" in graduate studies for academic credit. A grade of "I" or Incomplete will not be accepted as satisfactory completion; 2. The employee voluntarily terminates employment with the district prior to the completion of his/her employment payback period. Tuition assistance shall be paid back at the rate of one month per semester hour (one semester hour is equivalent to one and one half quarter hours) of tuition paid following the completion of the course for which tuition was paid; 3. The employee fails to complete the training regardless of cause without prior approval of the personnel administrator; and 4. They receive duplicate payment for the same training from any other institutional source (e.g., scholarship or veteran's educational payments.). C. Tuition may be granted for: 1. Tuition and routine registration fees; and 2. Laboratory and examination fees D. Tuition may not be granted for: 1. Late registration or graduation fees; 2. Parking or transportation; 3. Records or transcripts; 4. Supplies, special fees or assessment; and 5. Courses taken previously by the employee for which he/she received a passing grade. E. Maximum Allowable Tuition 1. Six (6) graduate hours and nine (9) undergraduate hours per semester. During shortened sessions (i.e. summer sessions, inter-sessions, mini-sessions, etc,) tuition may be paid for only three (3) hours regardless of academic level. 2. Total credit hours may not exceed twenty-one (21) undergraduate hours or fifteen (15) graduate hours in a 12-month period. 3. Tuition will be paid up to an approved maximum credit hour rate. The maximum rate will be based on the current in-state rate for local public universities (i.e. Northern Kentucky University and University of Cincinnati). Employees choosing to attend private or out-of-state institutions with higher per credit hour tuition will be responsible for payment of tuition in excess of the approved maximum credit hour rate. F. Tuition will be paid directly to the college or training institution. G. Tuition paid by the district may be considered taxable income. H. Employees undertaking training at the written direction of the district will not be required to reimburse the department for tuition expended on their behalf.
